    How long does it take to become CTPAT-certified?The application process for the CTPAT program is done online. After the presentation of the completed application, a detailed evaluation of the company’s profile is carried out within 30-60 days. The CBP can either accept the company into the program or reject its application within 90 days of applying.
    What are the barriers to CTPAT Certification?Some companies for whom the time and efforts to meet all the CTPAT certification requirements may not be worth it as these organizations have few current border inspections.
    Also, smaller shippers who ship Less than Truckload (LTL) and Less than Container Load (LCL) cannot benefit from the expedited processing.     Validation TeamsA validation team consisting of CTPAT SCSS and a representative(s) of the CTPAT participant will conduct the CTPAT validation visits.SCSS on a validation team is composed of trained CBP specialists knowledgeable in international supply chain security matters. If additional information is required to validate a portion of a CTPAT participant’s supply chain, the validation team will coordinate the required request with the company officials.Validation VisitA validation visit is a detailed review of the participant’s import supply chain security procedures to determine if sufficient security procedures are in place to meet current CTPAT guidelines or criteria. The specific sites of the validation visits will be determined based on the CTPAT SCSS validation risk analysis and coordinated with the CTPAT participant representative. A validation may require multiple visits at foreign locations. The visits are usually performed in no more than a day per visit location.Validation ReportValidation visit findings are documented in a Validation report and forwarded to the CTPAT participant. The report findings will identify supply chain security recommendations or best practices. If significant supply chain security weaknesses or recommendations are found, a participant’s CTPAT benefits may be suspended or removed depending on the circumstances. If a company has their CTPAT benefits suspended, CTPAT will recommend that the company implement an action plan containing corrective actions to address specific supply chain security weaknesses.

    CTPAT Validation ProcessThe Customs Trade Partnership Against Terrorism (CTPAT) program is U.S. Customs and Border Protection’s (CBP) premier trade security program. The purpose of CTPAT is to partner with the trade community for the purpose of securing the U.S. and international supply chains from possible intrusion by terrorist organizations. CTPAT requires the trade company participant to document and validate their supply chain security procedures in relation to existing CBP CTPAT criteria or guidelines as applicable. CBP requires that CTPAT company participants develop an internal validation process to ensure the existence of security measures documented in their Supply Chain Security Profile and in any supplemental information provided to CBP. Although I tried to expedite the exam at the 11th hour, he missed his cancellation date and lost tens of thousands of dollars on the deal. If CBP is going to examine your cargo, it is always better to be the first one in line to be examined.Faster Business ResumptionIn the case of a natural disaster or terrorist attack, C-TPAT members receive business resumption priority. In my opinion any event, whether natural or man-made, that causes a serious disruption of port operations will result in costly delays for all importers. It is difficult to predict how much this benefit might actually mitigate the impact of such an event on C-TPAT members. Receiving priority in resuming your business is certainly better than the alternative.MarketabilityOne of the stated benefits of C-TPAT “raises a company’s reputation and secures business with other C-TPAT participants.” In other words, participation in the program may reflect positively on your business when you seek to do business with others who are also enrolled in C-TPAT. This is certainly a potential positive, although perhaps difficult to actually quantify. In my experience potential marketability has not proved to be the deciding factor for my clients considering enrollment.ISF Penalty MitigationIn reality, ISF penalty mitigation is only enforced for the most egregious repetitive violators. Therefore, it’s no surprise those are typically the last importers to consider enrolling in the first place. The benefit of C-TPAT participation however means that ISF penalties imposed by CBP are mitigated by 50 percent.
