The Agreement on PSI recognizes that principles of the GATT Agreement apply to such activities. The purpose is to safeguard national financial interests (prevention of capital flight and commercial fraud as well as customs duty evasion, for instance) and to compensate for inadequacies in administrative infrastructures. The Pre-Shipment Inspection Services (PSI) is one of many types of quality control inspections conducted by CDG. It is an important step in the quality control process and is the method for checking the quality of goods before they are shipped.

Pre-shipment inspection ensures that production complies with specifications of the buyer and/or the terms of a purchase order or letter of credit. This inspection is conducted on finished products when at least 80% of the order has been packed for shipping. This inspection is done according to standard Acceptable Quality Limits (AQL) specs for the product, or based upon customer requirements. Samples are selected and inspected for defects at random, according to these standards and procedures. Our pre-shipment inspection can identify non-compliance with government regulations.

A Pre-Shipment Inspection is a systematic inspection of units selected at random from all batches of your order, conducted when your production is at least 80% complete. This is your final opportunity to take corrective action before your production is finished and packed.

CDG's highly trained product inspectors will use the appropriate sampling process to select product lots for pre-shipment inspection, and check them against your quality requirements or the standards of your destination market. This comprehensive inspection covers such criteria as product functionality, performance, durability, overall appearance, and dimensions.

Why Pre-Shipment Inspection?

A Pre-Shipment Inspection from an independent third party gives you the peace of mind that your order has been filled successfully before it is dispatched. Today’s globalized marketplace offers amazing opportunities, but also presents real risks. When working with a supplier overseas it’s critical to ensure the specifications you’ve agreed upon are in fact met. Mitigate the risk of an improperly filled order by taking the necessary precautions.

  • Ensure that your order was filled successfully, before it’s dispatched
  • Verify quality at the source and don’t pay for defective goods
  • Rest assured that the supplier has met all agreed-upon specifications
  • Mitigate costly import risks
  • Avoid returns and protect your brand’s image

Our inspection criteria may cover type identification, product conformity, safety, function, marking and safety hints, quality (consistent workmanship), quantity, packaging, unit completeness and compliance with the agreed specification.

In international trade transactions, one of the biggest challenge for the importers is to make sure that the quality of the goods shipped are in conformity with the qualifications stated on the sales contract. Importers can take our pre-shipment inspection as a preventive steps to buy only high quality goods from their suppliers. Contact us for all types of pre-shipment inspection.

CIL provides 'Pre-Shipment Inspection' services in Delhi, India. CIL is an ISO 17020 accredited inspection body.7 Important Steps in a Pre-Shipment Inspection ProcedureStep 1. Inspection Visit: Pre-shipment inspections are carried out on-site at the factory or production house. If the inspectors suspect that the products could contain restricted chemicals, they may advise further off-site lab testing of those products.Step 2. Quantity Verification: The inspectors count the shipping cartons to verify the correct quantity. In addition, this step ensures that the correct number of products and boxes will be sent to the correct destination; therefore, the pre-shipment inspection can be agreed upon between a buyer, a supplier, and a bank to initiate payment for a letter of credit. The packaging is also checked to verify that the correct packing materials are being used to ensure safe transportation, and that correct packaging labels are applied.Step 3. Random Selection: Professional pre-shipment inspection services use the internationally recognized statistical sampling procedure ANSI/ASQC Z1.4 (ISO 2859-1).The acceptable number of defects in a batch before it’s rejected is defined with an Acceptance Quality Limit (AQL). The AQL varies depending on the type of product being evaluated, but the objective is to provide a balanced, unbiased view.Step 4. Cosmetic and Workmanship Check: The first thing an inspector looks at from the random selection is the overall workmanship of the finished products, to check for any immediately visible defects. Defects are typically classified as minor, major, or critical based on predetermined acceptable tolerance levels, which are usually agreed upon between the manufacturer and supplier during product development.Step 5. Conformity Verification: Quality control inspectors check product dimensions, material and construction, weight, colour, marking, and labelling. If the pre-shipment inspection is for garments, the inspector checks whether correct sizes have been assigned to the shipment and that the sizes correspond with production dimensions and the labels. For other products, dimensions may be much more important, so this is when the dimensions of the finished product can be measured and compared with your original specifications.Step 6. Function and Safety Test: Function Testing for Garments, For garment, apparel and footwear inspections, the inspectors perform physical tests on the products to determine the strength of buttons, zippers, and other accessories with pull tests, fatigue tests, and stretch tests.Fabric density and composition tests determine the density or thickness of fabrics used in garment production. Special tools are used to measure fabric density. The quality control inspectors can also physically count the number of stitches per inch.A fabric that’s too thin or not dense enough could mean your manufacturer has used an inferior fabric or textile that won’t stand up to normal wearing and washing.Step 7. Inspection Report: Once the pre-shipment inspection is completed, a report is compiled with a pass/fail result, an overview of key findings, and a detailed account of the inspection results. Some pre-shipment reports include clear images showing all inspection points, so you can see exactly what was discovered.

CIL Provides Accredited Pre-Shipment Inspection Services in Gurgoan, Haryana, India. CIL is an ISO 17020 accredited inspection body. One of the most difficult issues for many importers is ensuring that the quality of the products meets all the quality standards and customers’ expectations. To prevent or at least minimize this issue, importers should take several preventive actions, such as purchasing items with open account terms, to ensure that they only purchase high-quality goods from their suppliers. However, because many exporters refuse to deal with open account payment conditions, this precaution may be sufficient to ensure the quality of the goods.Another option that many importers could do to minimize the quality issue is by conducting a Pre-Shipment Inspection. It is an efficient and effective way to ensure that the items are having not really much damage and meet all of your standards and specifications. Why is pre-shipment inspection important? There are several benefits that you can get by conducting a pre-shipment inspection, such as: • Determine the types of problems and the percentage of products that have defects.• To check the quality of the products and see if it meets the specifications.• Determine whether the shipping marks, packing, and labeling are correct.• Determine whether the product works properly or not.• Saving time and money by avoiding losses and delays caused by the wrong product.Hiring a reputable and dependable quality control company may be the solution for you as an importer in order to prevent losses and dangers in dealing with bad-quality products. It is because a pre-shipment inspection can ensure that you pay for the products that are exactly your standards.Benefits of hiring a reliable quality inspection companyCommunicationYou will have minimal communication problems if you are conducting an inspection with a reputable third-party inspection company. The inspector will be effectively communicating in both the local language and English language. This will help you to minimize the language gap between you and your supplier so that the supplier will understand your standards and specifications in manufacturing your products. IntegrityHiring a professional inspection company that already has great integrity can be one of your benefits. Because they have to follow strict policies that forbid their quality inspector to accept any gifts or other benefits from the supplier to influence their decision and report. So, you will know exactly what is happening to your products before you decided to ship them to your warehouse. FlexibilityA good and professional quality control company will let you decide your needs. They will be flexible to your wants and requests, such as requiring an inspection report in a specific format or requesting that the inspector use a specific type of testing procedure. To avoid the last-minute headache, reserve the service within a few days of a planned order.Cost-EffectiveOne of the most main advantages of hiring a third-party inspection company is saving your time and money. Because relying on your supplier’s inspection can be a risky action as they might be saying that all their products are in a good quality, but in fact, the products have several damages that make you unable to sell them once they arrived in your warehouse. Conducting a Pre-Shipment Inspection will bring many benefits for your business. CIL can assist you in avoiding defective products before they leave the factory by conducting product quality control audits and inspections.

It explains the findings of pre-shipment inspection performed before the production of batches of products is complete. The inspector sends the pre-shipment inspection report to the buyer to countercheck whether the manufactured batches conform to agreed-upon specifications. If the batch fails the inspection or certain regulations, the inspector compiles a PSI report with a detailed account of inspection and an overview of the findings. The inspection report should include images to visualize the defects discovered, explaining where the products failed to meet specifications. The PSI report is attached to the documents for the shipment, like the bill of lading, and accompanies the shipment from the factory to the client. The inspectors then issue a pre-shipment inspection certificate.

CIL Provides Accredited Pre-Shipment Inspection Services in faridabad, India. CIL is an ISO 17020 accredited inspection body. The Main Steps of the Pre-Shipment Inspection ProcedureWhen there are no complications, pre-shipment inspections are generally straightforward.1. Order Placement: Order placement is optional for most common goods. In this case, a pre-shipment inspection is ordered by a client who wants to be assured of the quality. Medical equipment always requires inspection.2. Inspector on site: When there are no complications, pre-shipment inspections are generally straightforward. Inspections take place at the warehouse or production house.3. Off-site shipping inspections: Off-site inspections can be arranged only for items that require special handling, such as toxic substances.4. Quantity check: The agent makes sure that the number of boxes and items is correct and also verifies the destination and the integrity of the boxes.5. Randomized sampling: To ensure the whole batch is of good quality, the inspector picks several items at random using the ANSI/ASQC Z1.4 (ISO 2859-1) statistical sampling procedure. The number of things he picks (the Acceptance Quality Limit or AQL) is usually defined in the contract between the manufacturer or importer and the client.6. Visual check: This includes looking at both potential mechanical damage and flaws in the production (e.g., missing screws or gaps between the parts).7. Volumetric verification: Next, the inspector compares all the physical attributes (height, width, length, colour, weight, markings, and labelling) with the client’s specified ones.8. Functionality verification: Items are then tested to make sure that there are no functional defects.9. Safety test: The safety test consists of two parts: checks for mechanical safety and for electrical safety. The first step shows any mechanical hazards, like sharp edges or moving parts, that are stuck and can cause accidents. The latter is more complex and is rarely done on-site since electrical testing requires laboratory-grade equipment and conditions. During the electrical safety inspection, experts test electronic products in search of hazards like gaps in ground continuity or faults of the power elements. Inspectors also check the certification labeling (UL, CE, BSI, CSA, etc.) for the destination market and ensure all electronic parts are up to standard.10.Inspection report: Finally, all the information is gathered into an inspection report listing all the failed and passed tests, relevant findings, and optional comments from the inspector. This report can be used in the case of any disputes with the manufacturer.Pre-Shipment Inspections in CIL:  Managing all the inspections, keeping track of all the shipments, dealing with stock, and working with multiple carriers while offering a wide array of shipping options. Having configured Calcurates once, you can forget about updating shipping prices, dealing with categories of products that require special handling, and guaranteeing your clients get all the tracking information on their purchases since the extension does all that automatically for you.

CIL Provides Accredited Pre-Shipment Inspection Services in Bhiwadi, Rajasthan, India. CIL is an ISO 17020 accredited inspection body.

Pre-shipment or final inspections are inspections on finished or reworked products, components and subassemblies. They are usually performed when production is complete with at least 80% of the products packed and are your last opportunity to identify any defects or production problems before your supplier ships your product. We usually recommend this type of inspection for less complex products where the costs of producing and remedying product defects are not high, or when the manufacturing processes and product design are relatively simple. For more advanced products, in-process or First Article Inspections will probably be more suitable.

Pre-shipment inspections are performed to an agreed AQL established between the customer and the supplier. The customer’s inspection plan may specify:

    • 100% factory inspection – which means all production lots will be inspected
    • Random Inspection – in which CDG selectively inspects items from different lots
    • Line Inspection – in which random inspection at certain points of the production line
    • Out of the Box Inspection – in which selective packaged or packed items are inspected.

Pre-shipment inspections are indispensible for you to verify the quality of what you’re buying. They also give you the opportunity to negotiate with your supplier and ask for improved performance, cost reductions, rework, or for the entire remanufacturing of your purchase order.

Our pre-shipment inspections are individually tailored to your product and quality requirements. To use the right CDG Quality Representatives for the inspection work, we will need to know your product, your inspection criteria, the production volume, and your supplier’s technical compliance records. All our quality inspectors have the following skills:

    • Ability to read technical drawings and blueprints
    • Strong problem detection and reporting skills
    • Excellent eye for detail and understanding of quality standards
    • Familiarity with production processes and inspection techniques
    • Knowledge in sampling techniques

Inspection of manufactured products before they are shipped is time-sensitive and complex. These agreements seek to improve international trade standards and include several obligations that guide PSI inspectors.

CIL Provides Accredited Pre-Shipment Inspection Services in Neemrana, Rajasthan, India. CIL is an ISO 17020 accredited inspection body.

In international trade transactions, one of the biggest challenges for importers is to ensure that the quality of the goods shipped conforms to the qualifications stated on the sales contract.

Importers can take preventive steps to buy only high-quality goods from their suppliers like buying the goods with open account terms. But this precaution may suffice to ascertain the quality of the goods because many exporters don’t accept to work with open account payment terms.

Pre-Shipment Inspection is an effective security tool, which is demanded by the importer companies to verify if the goods dispatched conform to buyer’s specifications.

To mitigate the risk of an improperly filled order, importer/exporter hires an inspection company. The inspection company deploys a pre-shipment inspector who collects the sample for the inspection and submits the report with the final decision.

    Why is Pre-shipment inspection essential?

To discover the types of defects, and how much per cent of products have defects.

To verify the quality of the products, whether they meet the requirements.

To know if the shipping marks, packing and labelling are correct.

To find out if the product function properly.

To save time and money, by preventing losses and delays caused by the incorrect product.

To reduce the losses and risks, hiring an established and reliable Pre-shipment inspection company might be the solution for you. Don’t take any risks with your order. A pre-shipment inspector can ensure that the products you pay for meet your specifications.

Here are some of the benefits of hiring a quality pre-shipment inspection company.

     Communication

Pre-shipment inspectors from a reliable inspection company will be efficient communicators, proficient in the local language as well as in English. This can aid in establishing a rapport with all parties involved in the process.

    ·         Integrity

    ·         A Professional inspection company rotates their staffs and follows strict policies that forbid their staff to accept any gifts or other benefits to influence the decision.

    ·         Flexibility

    ·         The inspection company will be flexible to your needs and demands like you might want an inspection report in a certain format or you might want the inspector to opt for a particular type of testing method. It is better to book the service within a few days of an upcoming order to avoid the last-minute hassle.

    ·         Cost-Effective

    ·         One of the major benefits of hiring a pre-shipment inspection company is cost-saving. Performing the inspection yourself can be very time-consuming and expensive.

It generally takes place in the manufacturer’s premises on samples randomly selected from packed ready to ship consignment according to the defined statistical sampling procedure ISO 2859-1 and AQL (Acceptance Quality Limits) or as otherwise agreed with the buyer. The inspection criteria may cover type identification, product conformity, function, marking and safety hints, quality (consistent workmanship), quantity, packaging, unit completeness and overall compliance with the agreed specification.

Pre-Shipment Inspections are officially recognized as an instrument to improve international trade standards by the World Trade Organisation (WTO). Certain countries like Bangladesh, China, India and Indonesia have mandated Pre-Shipment Inspections (PSI) for all imports while others like Mexico and Kuwait require PSI for certain type of products or based on the value of the product. Governments of these countries assert that Pre-Shipment Inspections prevent substandard goods from entering their country and preempt costly losses and very expensive and lengthy international litigation. Requirements for Pre-Shipment Inspections are sometimes spelled out in letters of credit or other purchase documents.

Why is Pre-Shipment Inspection specified when goods have been made to order as per buyers specifications?

Pre-Shipment Inspection removes the guess work and possibility of receiving different or substandard product or many other variables involving different aspects within the requisite specification of order and consignment. Once the ordered consignment has reached your factory/warehouse/showroom and non-conformities are found, it is too late to avoid a very expensive debate, which ends in acrimony, financial loss and delays in otherwise well laid plans. It helps ease your international transaction and ensures that goods manufactured and shipped, conform to the buyer’s exact requirements. The purpose of Pre-Shipment Inspection is to:

    • Check the quantity and quality of the merchandise ready to be shipped
    • Detailed product inspection to check for defects/ non-conformities
    • Ensure products meet the various safety/labeling  requirements of the destination market/client
    • Issue Inspection/Audit Report providing information of actual findings. Once the PSI is completed, a report is compiled with a pass/fail result, and a detailed account of the inspection results. These Pre-Shipment Inspection (PSI) reports invariably provide photographic evidence of all aspects of the inspection, including all defects/non conformities found, so there are no unpleasant surprises once consignment arrives in your warehouse
    • CDG appropriately qualified and experienced auditors to perform inspections according to type of product to be inspected. Relevant international standards are followed, but the objective is to provide a balanced, unbiased view, while checking to ensure that your products meet specifications

Pre-Shipment Inspection (PSI) is inspection of goods being exported prior to the shipment by a mandated Pre-Shipment Inspection (PSI) Agency. A PSI Agency carries out verification of quality, quantity, price (including currency exchange rate and financial terms) and customs classification for the destination country and then issues a Certificate with these details. Also, the scope of a PSI Agency may include Packing & Marking and Supervision of Loading for commodities and materials like Metals and Metal Products, Metal Scrap, Waste Paper, Plastic Scrap, Plastic Products, Sugar, Food Grains, Cashew, Coal, Ores, Minerals, Petroleum Products, Timber and many other items.

In international trade most of the countries today require Pre-Shipment Inspection. It is virtually mandatory to get Pre-Shipment Inspection done prior to shipment in Country of Origin for customs clearance in a "Member Country". The term "Member Country" here implies any country which is party to the World Trade Organization's (WTO) GATT and other Multilateral Trade Agreements and is defined as "a Member of which the government or any government body contracts for or mandates the use of Pre-Shipment Inspection activities".

CDG is a mandated PSI Agency and a Pre-Shipment Inspection (PSI) Certificate from CDG is required for Customs Clearance in the “Member Countries”. Clean Report of Findings (CRF) is also issued by us after inspection, specifying that the goods have been inspected before shipment and the price of the goods exported has been verified and both of these conform to the documented specifications. The CRF also known as PVoC in some countries is provided for the customs clearance purpose to the buyer or to the seller for the L/C requirements. In case the Report of Findings is adverse, a Discrepancy Report (DR) is issued to all parties. CDG Group also provides services related to Conformity Assessment, Non Negotiable Reports of Findings (NNRF) and Pre-export Verification of Conformity (PVoC)in most parts of the world through presence/representatives in all the major countries of the world.

Non-compliance with these regulations can result in:The loss of valuable duty and tax revenueThe loss of foreign exchange reserves (in countries where exchange controls exist)The potential importation of substandard or prohibited goodsHow It WorksA physical inspection of goods is carried out in the country of export pre-shipping, establishing the exact nature of the goods. The invoice and other documents are then scrutinised and an accurate valuation, and customs tariff code, are assigned. These are used, in conjunction with, the client country's published duty rates, to calculate the correct duties and taxes payable. An CIL certificate is then issued to the importer. This is used to substantiate the payment of full duty, prior to clearing the goods. The actual duty collected is compared with the CIL certificates, and any shortages can be investigated and corrected.BenefitsCIL Pre-Shipment Inspection (PSI) maximises duty collections. In recent years, the rising demand for consumer products in developed countries has forced importers to seek suppliers in developing countries. As more developing countries enter the global supply chain, importers have to adopt effective quality control measures to avoid low-quality products from insidious suppliers and manufacturers. Quality control is crucial for you to avoid losses and reputational damage due to defective products. Exporters and manufacturers also need quality control to comply with regulations set by government agencies and avoid legal issues. The most important step in the quality control process is pre-shipment inspection (PSI).

    What is A Pre-shipment Inspection?

Pre-shipment inspection is a step taken by buyers, suppliers, agencies, and other trade operators to ascertain the conformity of newly manufactured products before shipping for export or import. It is a systematic procedure for determining whether the manufactured goods for export or import meet the requirements in regards to the quantity, quality standards, specifications, and regulations. All pre-shipment inspections must adhere to internationally recognized ANSI/ASQC Z1.4 (ISO 2859-1) statistical sampling procedure. Comprehensive inspections are conducted before the products are shipped to clients focusing on functionality, performance, durability, appearance, dimension, and so on. During pre-shipment inspections, the inspectors use the AQL sample size selected randomly from all batches in the order.

The quality control inspector compiles a comprehensive inspection report and issues pre-shipment inspection certificates based on the findings of the assessment of each criterion. Inspection reports visualize and explain the quality control process while inspection certificates verify whether the batches of products inspected conform to the specifications in the sale contract with a pass or fail. In most countries, local custom departments require pre-shipment inspection certificates to allow entry of imported goods as a measure to protect the health and safety of consumers. Whether you are exporting or importing, pre-shipment inspections offer a wide range of benefits and should be prioritized.

CIL Provides Accredited Pre-Shipment Inspection Services in Panchkula, Haryana, India. CIL is an ISO 17020 accredited inspection body.

A Pre-Shipment Inspection (PSI) is an essential step in the quality control process. It is carried out by either a Quality Control Department or an independent quality control service/agent where goods are quality tested before being dispatched. This procedure ensures that production complies with the specifications of the buyer and/or the terms of a procurement order or letter of credit.

A pre-shipment inspection is also a step carried out by traders, agencies, buyers, and other trade operators. They inspect newly manufactured products to ascertain the quality and quantity of the merchandise, including any defects before they’re shipped to comply with consumer laws.

The pre-shipment process includes acceptance sampling, inspection, and testing, which can be agreed upon between a supplier, a buyer, and a bank. A pre-shipment inspection can be performed at various stages before shipment. Aside from quality control measures, a pre-inspection also involves checking of all documentation and verification of compliance with industry standards.

When is the Pre-Shipment Inspection Conducted?

The pre-shipment inspection can be carried out in various production phases before the goods leave the exporter’s factory. However, the inspection is generally conducted on finished products when 80% of the order has been packed for shipping. The pre-inspection must be done according to standard Acceptable Quality Limits specifications for the product or customer requirements. During the inspection, the inspectors must follow the company’s quality standards and the destination market’s standards.

The Crucial Elements of a Pre-Shipment Inspection

The significance of quality control and pre-shipment inspection as a part of a company’s overall quality control strategy cannot be understated. Therefore, using a reputable third-party inspection service, crucial to ensuring that goods produced are of acceptable quality before reaching the client.

    • Product Quality and the Customer

It may seem almost too obvious to say that a pre-shipment inspection can improve product quality. However, most businesses don’t realize just how much of an effect quality can have on their bottom-line. A quality product leaves a lasting impression on your customer. Clients will remember a bad quality product just as much as a good quality product. Building a good reputation with your client is essential for any business, and quality standards are the driver for attaining that. The Acceptable Quality Limit, defined in ISO 2859-1, ensures that your defect rate is below a certain threshold, thus maintaining quality.

    • Packaging

Packaging helps to ensure that the client’s items arrive undamaged, saving time and money. Quality packaging can protect against spillage, rough handling, and unauthorized entry. A company that uses optimized packaging can help curtail shipping costs and save the customer more money. Overall, the inspectors have to ensure that the packaging meets the customer’s standards and expectations.

    • Labeling

Labeling goods properly during shipping is a crucial step in the delivery process. This fact may seem obvious, but it’s so simple that it’s often overlooked or neglected. Ideally, a label should contain both the sender and the recipient’s name and address, the content description, the shipping service, tracking number, and scannable UPC barcodes. Missing regulatory labels will most likely cause product recalls or fines, while incorrect or non-scannable bar codes can lead to massive customer losses.

Major commodity businesses must take extra caution when it comes to shipping. Poor quality products might easily slip away and be exported with the rest, leading to fatal consequences to the company’s reputation. Therefore, it is important to ensure everything is in its best condition, and this can be done with a pre-shipment inspection.

Principally, pre-shipment inspection is a process to inspect the consignment before shipped and directed by either buyers or the supplier. The inspection is conducted to maintain product quality and standard required on the trade contract, as the process is performed in accordance with the national and international regulations of trade standards, in addition to the specifications dictated by the trade contract.

Buyers or suppliers might use pre-shipment inspection services with different motives. Usually, a buyer’s motive is to ensure that there is no low-quality material being shipped to them and to prevent it from happening. Meanwhile, a supplier aims to attend to any poor-quality product issues.

    How does it work?

Pre-shipment inspectors are obligated to ensure all the requirements and execute the process excellently for their buyers and suppliers. Fundamentally, a pre-shipment inspection assists suppliers in the following:

    1. Ensure product compliance with the detailed requirements and standards.
    2. Ensure that the goods shipped meet the requirements on the trade contract and assist the suppliers in reducing the risks and save them from a product recall/ being rejected.
    3. Ensure immediate product replacement can be done if any damage or out of requirements is found.
    4. Ensures and maintains a fruitful relationship between the buyer and the supplier through the entire process

In addition, the following are items that are typically examined during the inspection:

    1. Chemicals: Chemicals contained in the products should be legal in the country of origin or country of destination or both to ensure national and international public health and safety.
    2. Quantities: suppliers need to meet buyers’ demands and specifications. Incorrect quantity will result in a follow-up order that will lead to increased freight costs.
    3. Defects: suppliers have to make sure that all goods are free from defects/ quality issues. Random inspection checks are also required to see that the product’s quality is  in line with specifications required.

In short, a pre-shipment inspection involves processes to detect any quality issues and product defects, and both supplier and buyer can hire inspectors to ensure that every party is benefited and makes no losses.

    Why is it essential?

A pre-shipment inspection needs to be done before any shipping activity for a number of reasons, including:

    • To discover the types of defects and the quality issues prior to the shipment.
    • To verify the quality of the products and whether they have met the demanded requirements.
    • For manufactured products, to check whether all shipping marks, packing, and labeling are also correct to ensure that the shipped products function properly

When you are importing goods from another country, one of the most important things that you need to do is make sure that the quality of the goods shipped is at par with the quality measures mentioned in the sales contract. Hence, it becomes important that you opt for pre-shipment inspection in CIL. But before that, you need to know what pre-shipment inspection is all about.

What Is A Pre-Shipment Inspection (PSI)?

A pre-shipment inspection is a systematic inspection where the sample of the goods manufactured are selected from all the batches (in a random fashion) and quality tested before being dispatched.

When Should the Pre-Shipment Inspection be Conducted?

This inspection can be carried out anytime before the goods are dispatched from the exporter’s factory. It is possible to carry out this inspection in different stages of the goods production. However, generally, the pre-shipment inspection is carried out when 80% of the production is complete before the goods are sent out for delivery.

    Benefits of A Pre-Shipment Inspection

The benefits of pre-shipment inspection in CIL are many. Some of the important ones are discussed below:

The inspection helps to reduce the risk of receiving poor-quality goods that are non-compliant as well.

The inspection makes it easy for the exporters to assess the quality of the goods during the production process and take corrective measures as and when required.

The inspection helps to convey a deadline within which the exporters can expect the good production to be complete and made available for shipment.

On completion of the inspection, the exporters will receive a pre-shipment inspection certificate that can be displayed as one of the quality measures followed by the goods manufacturing company.

CIL Provides Accredited Pre-Shipment Inspection Services in Bulandshahr, Uttar Pradesh, India. CIL is an ISO 17020 accredited inspection body.

Pre-shipment inspections (PSI) is defined as the certification of the value, quality, and/or identity of traded goods done in the exporting country by specialized agencies or firms on behalf of the importing country. Traditionally used as a means to prevent over-or under-invoicing, it is now being used as a security measure.

Pre-shipment inspections are required when mandated by the government of the importing country. Governments assert that pre-shipment inspections ensure that the price charged by the exporter reflects the true value of the goods, prevent substandard goods from entering their country, and mitigate attempts to avoid the payment of customs duties.

Pre-shipment inspections are typically performed by contracted private organizations. In most cases, importers can select from a short list of these organizations when planning inspections. However, sometimes one firm is appointed to carry out inspections for a given country on an exclusive bases.  Inspection costs are generally paid either by the importer or by the government of the importing country. However in some cases, the inspection agency may invoice the seller in the event of supplementary inspection visits. The costs associated with presenting the goods for inspection (such as unpacking, handling, testing , sampling ,repackaging) are the responsibility of the seller.

Although the importer is responsible for arranging the pre-shipment inspection, the exporter must make the goods available for inspection in the country of origin. Delays in the process can lead to problems with the shipment and /or increased costs for the exporter. Therefore, it is in the best interest of exporters to work with their freight forwarder to ensure that all information is accurate and is provided to the inspection company immediately after notification of the requested inspection. Requirements for pre-shipment inspections are sometimes spelled out in letters of credit or other documents.  Generally, the inspection company starts the inspection process once it receives a copy of the inspection order from the importing country. An inspection order states the value of goods, the name and address of the importer and the exporter, the country of supply, and the importer‘s declaration of customs code. The inspection company then contacts the exporter to arrange an inspection site and time.Pre-shipment inspection from CIL – ensure your products meet quality standards, technical specifications and contractual requirements.

However you transport your products, you need to be certain that they arrive as intended and meet all relevant requirements. Our pre-shipment inspection offers you independent and professional verification of the quality, quantity, marking, packing and loading of your shipments, helping you meet quality standards, technical specifications and contractual requirements.

The inspection addresses areas such as functionality, performance, sturdiness, appearance, and dimensions of the products.

The aim of pre-shipment inspection is to ensure that the production of goods is in compliance with the principal specifications, contract, and/or purchase order. CIL Provides Accredited Pre-Shipment Inspection Services in Rudrapur, Uttarakhand, India. CIL is an ISO 17020 accredited inspection body.

A Pre-Shipment Inspection, or PSI, is a quality control method to help you ensure the quality of goods you receive from suppliers.

When 100% of the units in your purchase order are complete and they are 80% packed, an inspector goes to your factory to perform a number of different checks on your products.

These inspections are also often referred to as Final Random Inspections (FRI) because a random selection of goods is pulled to inspect. At Insight Quality, we use an industry-standard methodology called Acceptable Quality Limits (AQL) to determine how many units should be inspected.

Pre-Shipment Inspections allow you to mitigate risk. Why take unnecessary risks with your products, your customers, your reputation, and your brand?

By conducting a Pre-Shipment Inspection you can ensure that the products you pay for meet your requirements before you make the final payment. The inspection happens before products are loaded onto containers and leave the factory.

Conducting these inspections can help you avoid unexpected surprises once the goods are received. Some key benefits are that you can:

    • Ensure your order has been produced to specifications before shipping
    • Verify quality so that you don’t pay for defective goods
    • Ensure the safety of your products to avoid health and safety hazards
    • Avoid product returns that can cost you and hurt your brand image
Product testing is a crucial component of PSI.a. Requirements for pre shipment inspections are sometimes spelled out in letters of credit or other documents. Generally, the inspection company starts the inspection process once it receives a copy of the inspection order from the importing country. An inspection order states the value of goods, the name and address of the importer and the exporter, the country of supply, and the importers declaration of customs code. The inspection company then contacts the exporter to arrange an inspection site and time. The steps of the inspection process are usually as follows,1. The importer opens an import document or license.
    2. The importer informs the inspection service in the country of import of a pending shipment, and either pays for the inspection upfront or pays a percentage based on the value of the commercial invoice, depending on the terms of the importing countries inspection contract.3. An inspection order is forwarded to the inspection company office in the country of export.4. The inspection company contacts the exporter to arrange date, time, and location for inspection. It also requests all required shipping documents and price information (invoices). The exporter must provide these documents in a timely manner to avoid demurrage or other penalties.5. The inspection is performed.6. If no discrepancies are noted during the inspection, and once all final documents are received from the importer and exporter, a Clean Report of Findings is issued confirming the shipments value, customs classification, and clearance. The final documents required for issuance of the Clean Report of Findings vary by contract but most often include a final invoice and bill of lading or airway bill.7. The goods are shipped to the importing country.8. The importer uses the inspection report to get the imported goods released from customs. If goods reach the border of the importing country without inspection, they usually have to be re-exported to a nearby country for inspection prior to re-entry or are subject to heavy penalties.

CIL Provides Accredited Pre-Shipment Inspection Services in Baddi, Himachal Pradesh, India. CIL is an ISO 17020 accredited inspection body.Pre Shipment Inspection, also PSI, is one of the part of the supplying process. This is an important and reliable control method for checking the quality of the goods that are bought by the clients from the supplier.Pre-shipment inspection has the purpose to ensure that the production complies with your specifications and/or the terms of your purchase order or letter of credit. The Pre Shipment Inspection (PSI), is put in place when at least the 80% of your order is prepared and packaged. The samples to test the quality of the product are randomly chosen according to certain standards and proceduresGovernments implement PSI programmes to ensure that imports comply with their regulations. Non-compliance with these regulations can result in:The loss of valuable duty and tax revenueThe loss of foreign exchange reserves (in countries where exchange controls exist)The importation of substandard or prohibited goodsBut how PSI works?A physical inspection of goods is carried out pre-shipping, in the country of export, establishing the exact nature of the goods. The invoice and other documents are then scrutinised, and an accurate valuation, and customs tariff code, are assigned. These are used, in conjunction with the client country’s published duty rates, to calculate the correct duties and taxes payable. The Pre Shipment Inspector then releases a certificate to the importer. This is used to substantiate the payment of full duty, prior to clearing the goods. The actual duty collected is compared with the Inspector certificates, and any shortages can be investigated and corrected. CIL Provides Accredited Pre-Shipment Inspection Services in Alwar, Rajasthan, India. CIL is an ISO 17020 accredited inspection body. Pre shipment inspections (PSI) are required when mandated by the government of the importing country. Governments assert that pre shipment inspections ensure that the price charged by the exporter reflects the true value of the goods, prevent substandard goods from entering their country, and mitigate attempts to avoid the payment of customs duties. Most countries on the list above request inspections for shipments above a certain value. However, in some instances inspections are necessary for all imported products, regardless of value. In some cases, a country may require PSIs only for certain types of goods. For example, Kuwait requires PSI for regulated products valued at more than 3,000. Mexico requires a PSI for a variety of goods such as shoes, textiles, steel, and bicycles only if they do not qualify for NAFTA. Shipments to Saudi Arabia and Kuwait must contain a certificate of conformity for a small number of products. Though not referred to as a pre shipment inspection, this certification verifies that the product conforms to the relevant standard by testing and inspecting prior to shipment from the exporting county. PSI regulations change often, and contracts for pre shipment inspections are reviewed periodically. Exporters can contact the Commerce Departments Trade Information Centre at 1 800 USA TRAD(E), inspection companies, or freight forwarders for more information on current regulations.WHO CONDUCTS THE PRE SHIPMENT INSPECTION AND WHO PAYS?Pre shipment inspections are typically performed by contracted private organizations. WHAT IS PRE-SHIPMENT INSPECTION?

A pre-shipment inspection (PSI) is a random inspection comprising a detailed inspection of finished goods before shipment. It generally takes place in the manufacturer’s premises on samples randomly selected according to the defined statistical sampling procedure ISO 2859-1 and AQL (Acceptance Quality Limits) or otherwise agreed with the customer. The inspection criteria may cover type identification, product conformity, safety, function, marking and safety hints, quality (consistent workmanship), quantity, packaging, unit completeness and compliance with the agreed specification.

    CDG PRE-SHIPMENT INSPECTION SERVICES

As your partner for process excellence, we provide a variety of testing and inspection services customized to your needs and look after your interests on site at a local level. Upon request, we can also take over end-to-end scheduling and project control on your behalf. The services include:

    • In-line Inspection: Focuses on controlling the quality of products by inspecting the production line/raw materials to identify potential problems that may result in defective end products. It is based on a ‘bottom-up’ or deductive approach.
    • Initial Production Inspection (IPI): Conducted at the beginning of the production cycle, when up to 20% of goods are produced. It is based on a ‘top-down’ or inductive approach, which first inspects the end products and then traces back any problems to the production line and raw materials.
    • During Production Inspection (DUPRO): Also based on a ‘top-down’ approach, occurs when the product cycle is about 20- 40% complete and product packing has started.
    • Final Random Inspection (FRI): When the total consignment is completed and packed; a detailed inspection of randomly selected samples is carried out to check the quality, quantity and packaging conformity as per samples and specifications.
    • Construction Check: CDG performs a safety check on your products in the run up to production to help you avoid time consuming delays in delivery or costly rework. Within the scope of this examination, we check whether the correct components are being used in order to ensure long-term quality. The design check also provides important information for pre-shipment inspections.
    • Loading Supervisions: CDG monitors loading of goods on your behalf. We also inspect the condition of containers and verify the identity and quantity of goods. This enables us to initiate optimization measures on the spot, if necessary.

Pre-shipment inspection refers to the steps taken by sellers to inspect newly manufactured or sourced products before their ship to the final customer.

The main role of the shipment and inspection is to check the quality of the products, and the quantity of the merchandise, find any defects in the pieces, ensure that the safety requirements are met, and check for any discrepancies in billing, etc.

Pre-shipment inspections were officially introduced in 1994 to improve the international trade standards under the General Agreement on Tariffs and Trade (GATT).

An independent inspection agency is employed to perform these inspections to ensure the functionality, durability, performance, dimensions, etc. of the products. A pre-shipment inspection is usually performed when the production or supply is at least 80% complete. This is an added validation that gives the customer satisfaction about the product quality and safety.

Essential Steps in a Pre-Shipment Inspection:

Inspection Visit: The first step in the pre-shipment inspection procedure is the inspection visit. This includes the planning of the inspection on the site at which it will be carried out. The inspection procedure is laid out and the process is decided.

Verify Quantity: The next step is quantity verification. The inspectors count the cartons to verify the quantity and ensure that the right number of products and boxes are sent to the correct destination.

Random Sampling: The next step is random sampling. In this step, a statistical sampling procedure like the Acceptance Quality Limit (AQL) sampling method is used to determine the number of pieces to examine in each batch/carton. Post this, the products are pulled from the final batch.

Product-Specific Testing: After samples are taken from the production batch, special testing is done to determine the quality of the products. This is usually based on the category. For example, if the goods are electronic, the charging ability, time taken to charge, etc. will be carried out.

CIL Provides Accredited Pre-Shipment Inspection Services in Bahadurgarh, haryana, India. CIL is an ISO 17020 accredited inspection body.Pre-shipment inspection, or PSI, is a part of the supply chain management function and an integral aspect of quality control procedures for ascertaining the value of goods purchased from overseas suppliers. Before getting into the nitty-gritty of what is pre-shipment inspection, let’s go back to its history. This practice was introduced in 1994 in an effort to enhance international trade standards under the General Agreement on Tariff and Trade. This was later replaced by the World Trade Organization.the pre-shipment inspection procedure entails.1. On-Site InspectionThe inspection of products is carried out at the manufacturing plant or the factory. Inspectors gauge products for defects and use of prohibited ingredients or chemicals. If they find discrepancies, they recommend that the product undergoes further investigation and lab testing. This typically happens when products are suspected of containing toxins and restricted chemicals, which are vigorously regulated by the respective destination market.2. Authentication of QuantityCounting of the shipping cartons ascertains that the right quantity of products is shipped. Doing so also ensures that the required number of products/cartons reaches the correct destination. After the counting, the findings of the inspection are accepted by the supplier, the buyer, and the bank, and the payment for a letter of credit is initiated. The cartons or boxes are also examined to see if the packaging material used is safe for transportation, and whether or not the products have been labeled accurately.3. Selection of Product SamplesInspectors randomly select product samples for examination. All certified pre-shipment inspection services use the internationally recognized statistical sampling procedure ANSI/ASQC Z1.4 (ISO 2859-1).The acceptable number of imperfections in a batch before it is rejected is defined with an Acceptance Quality Limit (AQL). This value depends on the type of product being assessed. The primary aim, however, is to provide an impartial assessment.4. Verification of WorkmanshipThe quality control inspector examines the general workmanship of the finished products from the sample. Any visible defects are identified and categorized as minor, major, or critical. This assessment is based on predetermined acceptable tolerance levels that have been agreed upon by the manufacturer and the supplier during the product development stage.5. Check for Adherence to Governing SpecificationsThe inspector thoroughly scans the product’s dimensions, material, construction, color, weight, and markings and labeling.
If the product is a garment/textile, the inspector verifies whether or not the right sizes have been assigned to the shipment. They also verify that the sizes correspond with production dimensions and labels. For other products, dimensions of the finished product may be measured and compared with the original specifications to certify their acceptability.6. TestingProduct testing is a crucial component of PSI.7. Country-Specific Labelling And MarkingThe inspector ensures that products carry the necessary country-specific labels and markings. These depend on the type of product, the safety testing required, and the destination market.8. Preparing the ReportUpon the completion of the PSI, a comprehensive report is prepared with the pass/fail result clearly mentioned along with the necessary details and key findings. Several reports also include images that display all inspection points that visibly explain the discoveries.
